Captain Picard declines an offer of commandant of Starfleet Academy, citing his belief that he can better serve the interests of the Federation as captain of the Enterprise-D. Under the pretense of an investigation, Lieutenant Commander Dexter Remmick of the Starfleet inspector general’s office conducts a thorough investigation of the U.S.S. Enterprise-D ship and crew. Remmick’s assignment to uncover unspecified problems aboard the Enterprise is later explained to be a probe of Captain Picard by Admiral Gregory Quinn.
Once the probe is completed and Remmick’s assignment reveals an accomplished crew overseen by a duly accredited captain, Admiral Quinn explains his own suspicions that some problems exist within the structure of Starfleet itself. He pleads with Picard to take over Starfleet Academy. Both old and new leadership are challenged in this episode, Acting Ensign Wesley crusher undergoes Starfleet Academy entrance competition tests at Relva VII.
Crusher fails to gain admission to the Academy, his score is sufficient to allow him to resubmit his application the following year. Wesley is challenged by the test and by the competitors. Like Picard he excels and he is clearly prepared, but there are challenges beneath his surface that he will develop that reflect more with emotional development that just technical ship operations. Both Crusher and Picard gain strength from the challenge and the experience helps them to define who they are and what they want out of their lives. All leaders must continuously look within.

Vela Kurv Observes Captain Jean-Luc Picard Investigate a Threat to an Inorganic Life-Form in Star Trek TNG’s “Home Soil”

Commander Data asks Dr. Crusher how to define life. This is the question that Captain Picard must answer in order to investigate whether project director Mandl was aware of the intelligent nature of the (planet) Velara III life-form but authorized the continuation of terraforming despite that knowledge. Picard finds out first hand that an inorganic life-form exists in a narrow electrically conductive zone above the planet’s water table, and that it was threatened by the terraforming process. The life-form is discovered to be intelligent when it seizes control of the Enterprise-D computer.

Picard questions and evacuates Velara III terraforming station personnel and resultantly returns them to the closest starbase. Project director Mandl is influenced to apologize to the life-form, and Picard negotiates with the life-form once he’s acquired sufficient knowledge to threaten its existence should it not release his ship’s computer threatening the lives of his crew. This was an exercise in intelligent ignorance and an accurate assessment of a determinant threat.

Whether engineers deliberately threatened a life-form native to the planet they were testing to make it habitable by terran organisms. Literally exchanging one life-form for another, the engineers seemed to be encouraged by their project leader to ignore signs of possible life in order to meet their timetable for the Federation. Commander Data is particularly sensitive to the investigation because the life-form is inorganic much like his own (Data is an Android). Being a leader of conscious means sacrificing for the sake of an undefined life, if the threat of existence means making the wrong choice just for the sake of exploration and in this case “Earth-forming” on another world.
